Hingham Select Board schedules October 29 Special Town Meeting, opens school roof warrant

Hingham sets October 29 Special Town Meeting for school roofs and utility infrastructure project. The Select Board voted 3-0 Monday to call the meeting and immediately inserted two warrant articles: one authorizing borrowing for a roof replacement at South Elementary School, built in 1948 and carrying a 30-year-old roof, with a 36.89 percent MSBA reimbursement rate on eligible costs; and a second expanding — without adding new funds — the scope of the existing $3.31 million high school design authorization to cover pre-construction services and early bid packages. Two additional articles, one for Plymouth River Elementary School and one for the Hingham Municipal Light Plant's $97 million transmission project, were held pending further information.

HMLP board chair Laura Burns reported the project's total estimate has dropped from $110 million to $97 million since April and said the prior $70 million bonding authorization request will likely be reduced to the $40 million to $50 million range. Town Clerk Carol Falvey briefed the board on plans to run a dual-ballot local election alongside the November 3 state election, allowing one or two school-roof debt exclusion questions to go before voters without a separate election date.
