Hingham Finance Committee Approves $2.3 Million Debt-Relief Transfer, Holds Property Sale

HINGHAM -- February 26, 2026, Hingham's Finance Committee approved a $2.3 million stabilization fund transfer and warned the town is nearing its own debt limits. The committee voted unanimously at its February 26 meeting to recommend the $2.3 million drawdown from the Capital Project Cost and Debt Service Stabilization Fund, which now carries a balance of roughly $4.8 million including investment income, to smooth excluded debt payments for the Foster School and Public Safety Building. It also unanimously recommended a site-plan bylaw amendment from the Planning Board. The committee held the proposed sale of 8 Short Street after a public commenter, Dick Orr of 17 Levitt Street, the former 12-year tenant, recalled a prior appraisal of $650,000 to $700,000 against the town's formal appraisal of $230,000. The committee heard but did not vote on warrant articles that would authorize up to $750,000 in one-time payments of roughly $7,500 per officer and firefighter to exit the Civil Service Commission, a citizens petition to establish a youth commission under MGL Chapter 40 Section 8B, and a citizens petition to permanently conserve 6.8 acres near Plymouth River School. Finance Director Katie presented an updated five-year forecast showing a projected FY27 shortfall of $222,000, down from $1.1 million in January, but member Jerry warned that annual debt service of $13.9 million already represents roughly 9.6 percent of total annual expenditures, approaching the town's own financial policy ceiling of 10 percent, while total debt sits at roughly half the town's 5-percent-of-equalized-valuation cap, before any new major projects are added.
