Hingham Finance Committee Questions Senior Center Size in First of Three Hearings
HINGHAM — February 12, 2026 — Hingham Finance Committee opens scrutiny of proposed 26,000-square-foot Center for Active Living, unanimously approves harbor fund transfer. The committee held the first of three planned hearings on the Center for Active Living warrant article February 12, focusing on programming and utilization ahead of future sessions on operating costs and building costs in the context of the town's full capital load. Member Brian argued the project's implied daily utilization rate of roughly 6.5 percent of Hingham's approximately 6,000 eligible seniors is more than double the 3 percent average reported by the four of 18 surveyed peer communities that provided data. Member Brenda countered that the correct metric is annual participation, not daily headcount, and that Marshfield — the project's primary model — achieves 50 to 55 percent annual senior participation at a comparable facility. Member Mary calculated the proposed building would run at roughly 27 percent occupancy if visitation matched Marshfield's reported average of 324 daily guests. On Article L, the committee unanimously recommended Town Meeting transfer approximately $90,000 in fiscal year 2026 harbor revenues into the municipal waterways improvement and maintenance fund, which carries a current balance of approximately $1.5 million.
