Hingham Finance Committee Approves Two Property Sales and $1.86M Community Preservation Package
Finance Committee · Meeting of March 5, 2026
Hingham's Finance Committee approved two town property sales, a $1.86 million Community Preservation package, and a companion zoning change at its March 5 meeting, while deferring a contentious $1.35 million employee health care subsidy to a later session. Town Administrator Tom Mayo and Personnel Board Chair Jack Manning urged the committee to fund a one-time 10 percent boost in the town's share of employee health insurance for FY27, arguing that Hingham's 50-50 cost split is "a strategic disadvantage" compared to peer communities paying 60 to 80 percent. Several committee members backed the fairness argument but balked at drawing from fund balance for what could become a recurring expense, with one noting the town's GIC loss ratio already stands at 107 percent.
The committee voted unanimously to authorize the Select Board to sell both 8 Short Street and 230 North Street — the former North Fire Station — with proceeds directed to the capital stabilization fund, and to rezone the North Street parcel from Open Space to Business A district. The $1,863,538 CPC package includes $605,487 for the Hingham Affordable Housing Trust Opportunity Fund and $333,500 to reconstruct the Plymouth River School basketball court and repair its deteriorating roof shed structure.
