Hingham All-Committee Forum Surfaces Deferred Decisions on $70 Million Electric Line, Senior Center

HINGHAM -- May 13, 2026, Hingham Select Board's all-committee forum surfaces deferred infrastructure and housing decisions. More than two dozen board and committee chairs reported to the Select Board at Town Hall Wednesday evening, with the most consequential disclosure coming from Hingham Municipal Light Plant Chair Laura Burns, who confirmed her board withdrew a $70 million underground transmission line bonding request from the May annual town meeting after the Advisory Committee raised concerns that ratepayers lacked adequate information, specifically, projected rate impacts. Burns said the article will return at a fall special town meeting, once a rate study due in June and a pending state construction permit are both complete. School Committee Vice Chair Allison Anderson reported that three school roofs and the high school HVAC system have been accepted into the Massachusetts School Building Authority grant program, with a new school building committee working toward cost estimates for a future town meeting vote. Board of Assessors member Randy Winters told the gathering that average single-family assessed values in Hingham now stand at approximately $1.36 million, up $510,000 over five years, and that FY2026 was the first year debt costs for the Foster School and public safety building appeared on tax bills, driving unusually large increases. The Affordable Housing Trust's Lincoln School expansion article, which received 64 percent approval at town meeting, fell just short of the required two-thirds supermajority, leaving the trust to seek alternative paths to its master-plan target of 50 additional affordable units over the decade.
