Board of Assessors delegates invoice approval to department head

HINGHAM — Board of Assessors streamlines spending approval for routine invoices. Assessor Randall Winters moved to authorize Director of Assessing Erin Delaney to independently approve office expenditures under $1,000, a change prompted by meeting frequency delays in invoice processing. Research by staff found Massachusetts General Law Chapter 41, Section 56 permits such delegation and most town departments already follow this model.

The board voted unanimously to adopt the $1,000 threshold, eliminating the prior requirement for full board signatures on all invoices.
