HINGHAM -- March 13, 2025, Hingham's Advisory Committee unanimously approved four zoning changes Thursday but deferred a contested accessory dwelling unit update and multiple capital spending votes as late-breaking school cost increases complicated the town's reserve fund strategy. The committee voted 14-0 on Article CCC, protecting property owners from zoning non-conformity caused by government takings such as the coming Route 3A reconstruction; Article DDD, a clerical signage correction; Article EEE, codifying a state-enabled special permit path for non-conforming commercial properties; and Article FFF, eliminating a five-year renewal requirement unique to cell tower special permits. The ADU update, which adds short-term rental limits, a bar on separate ADU sales, and aesthetic guardrails atop the state's Affordable Homes Act, was held after members said the committee's draft public comment did not adequately explain what the bylaw changes. Town finance staff disclosed that school capital design articles had grown to at least $3.3 million as of that afternoon, pushing total proposed fund-balance draws beyond the available $14.3 million and likely forcing at least the DPW vehicle replacement, pickleball courts, and turf field articles into two-thirds-vote borrowings instead.
