Hingham water board approves $280,000 main replacement design contract, delays vote on steeper drought fines. The Board of Water Commissioners voted 3-0 to hire Apex Companies LLC to design water main work on Main, Middle and Short streets ahead of a state roundabout project, funded partly by $1.5 million freed up after MassDOT absorbed related work on Route 3A. Superintendent Russell Tierney proposed raising drought fines from $50 to as much as $1,000, with service termination after a second offense, but the board sent the plan back to the Citizen Advisory Board for review.
Board member Bill Ramsey said "the current fine structure is completely inadequate," while resident John Borgia argued the town needs tiered water rates, not just fines, warning that "enforcement actions are after the fact." Veolia reported Accord Pond at 93 feet, well below its preferred 110-foot level.
